SCHOOLS FOR THE FUTURE PLANS PROGRESS

The Council’s Education Committee (27 May 2014) is being recommended to agree capital funding to support the Dalbeattie Learning Campus and the Dumfries Learning Town projects.
The required funding will be met from capital allocations approved by the Council’s Policy and Resources Committee (18 March 2014).
As part of developing the Council’s capital investment strategy, the Policy and Resources Committee agreed capital funding for corporate priority projects, including major school projects:
• Dalbeattie Learning Campus
• Dumfries Learning Town, phase 1: Learning Hub
• Dumfries Learning Town, phase 1: Northwest Cluster, including Maxwelltown High School
• Dumfries Learning Town, phase 1: St Joseph’s College
Prior to the May meeting of the Education Committee, the Council (27 March 2014) agreed to use capital funding already approved to support the Dalbeattie Learning Campus and Dumfries Learning Town projects to meet staff and enabling costs.
Councillor Rob Davidson, vice chairman of the Education Committee, said, “It is essential that appropriate resources are established to support the ongoing development of our ambitious programme of project work and to support councillors in their ongoing decision making. So, we aim to establish a Schools for the Future project team, within the Education Service, to support the ongoing programme development.”
To avoid any delay in advancing the approved capital projects, it was important that initial site investigation works for the North West Cluster, including topographical surveys, were commissioned prior to the May meeting of the Education Committee. The Council (27 March 2014) agreed to commission these works.
To support the ongoing development of the Dumfries Learning Town capital project, it will be necessary to incur other enabling costs, including commissioning site survey and investigation work. This will be fully funded from the approved capital funding allocation for phase 1 of the Dumfries Learning Town capital project.
The budget for enabling works for the Dalbeattie Learning Campus is being funded from the South West Hub Territory Capital Funds, which were allocated to Dumfries and Galloway for site purchase, site investigation and external consultants.
